The ADA at 36: A Live ADA Clinic
In recognition of the 36th Anniversary of the Americans with Disabilities Act, Humanity Consideration Consultants hosted a live virtual ADA Clinic — an interactive public forum bringing together ADA and accessibility professionals from legal, digital, policy, and communication access fields. Participants engaged directly with panelists, explored current ADA Hot Topics, and submitted real-world questions on accessibility, implementation, and emerging issues affecting individuals, organizations, and communities nationwide.

Cheryl Ann Frazier is the Founder and CEO of Humanity Consideration Consultants (HCC), which specializes in delivering operational models aligned with the Americans with Disabilities Act (ADA), its subsequent Amendments Act, related mandates, and best practices. HCC works closely with businesses, government entities, and educational institutions to identify opportunities for improvement in employment strategies, training, client-facing programs, and the execution of specified policies and practices related to Title I (Employment) and Title II (State and Local Governments) of the ADA. Cheryl Ann affirms, "If you focus on the people, the ADA law will manifest itself."

Johan serves as Associate Director at Center for Inclusive Design and Innovation (CIDI) at Georgia Tech. Johan has worked in the area of disability awareness and accessibility for more than 25 years. His background and employment in the areas of disabilities and accessibility include current and past certifications as an Assistive Technology Instructional Specialist (CATIS), Vision Rehabilitation Therapist (CVRT), Certified Professional in Accessibility Core Competencies (CPACC), and User Experience Certification (UXC).

Angela Bowers-Thomas

Angela Bowers

Angela Bowers-Thomas is a dedicated public servant and accessibility trailblazer with 19 years of service to the City of Atlanta. She currently serves as the City’s first Director of Disability Access and ADA Compliance through the Mayor’s Office of One Atlanta, where she works to ensure that Atlanta remains a “city of opportunity for all.” In this role, Angela serves as Mayor Dickens’ appointee to the City’s ADA Advisory Committee, leads all ADA compliance efforts, and is the Mayor’s Office liaison to the Accessible ATL Employee Resource Group that supports employees and their families with disabilities. She holds a Bachelor’s degree in Communications, a Master’s degree in Management, and is a certified ADA Coordinator through the University of Missouri and Certified Project Management Professional (PMP) through the Project Management Institute. Her leadership and impact have earned her numerous honors, including the 2025 Atlanta Fire Rescue Civilian of the Year Award and recognition as a 2026 National Academy of Public Administration/Local Government 250 Government Champion. Angela was raised in Atlanta, where she is a graduate of Frederick Douglass High School and Clark Atlanta University. She is also a proud member of Alpha Kappa Alpha Sorority Incorporated. Mrs. Bowers-Thomas brings both professional expertise and personal passion to her role as presenter for this ADA 36 panel.

Sarah Kelsey

Sarah Kelsey is an autistic self-advocate and an attorney, whose work seeks to end the unjust segregation of people with disabilities. She is an attorney in the Atlanta Legal Aid Society Health and Disability Rights Unit, which provides specialized legal advocacy for low-income individuals living with HIV/AIDS, cancer, or ALS, as well as children and adults with significant disabilities who are seeking home and community-based services. Sarah is also one of the instructors of the Olmstead Disability Rights Clinic at Georgia State University College of Law. She serves on the Southern Center for Human Rights Ambassadors Leadership Council and as a board member for the Georgia Botanical Society. Sarah graduated from Emory Law School with honors and was admitted to the State Bar of Georgia in 2016.

Latangela Hill

Latangela Hill

With nearly 30 years of experience in Human Resources Management, Latangela Hill is a seasoned leader with a proven track record in both public and private sectors. Currently serving as the HR Director for the City of McDonough, she is celebrated for her ability to transform organizational dynamics, ensure compliance, and foster workplace innovation and engagement. Latangela has held pivotal roles with Fulton County Government, the City of South Fulton, and the State of Georgia. She has excelled in developing and implementing HR strategies that enhance productivity and morale while promoting diversity and inclusion. Her leadership style is rooted in building environments where employees can thrive. In 2024, Latangela expanded her professional impact by launching Hills and Associates, LLC a consulting firm dedicated to providing expert guidance in workforce management, policy development, and leadership training. Through her firm, she partners with organizations to craft customized HR solutions that drive operational excellence. Latangela also has experience supporting classification and compensation initiatives. She has worked on projects aimed at aligning job roles with appropriate pay structures and ensuring internal equity and competitiveness. Her efforts have helped organizations make informed decisions about employee compensation strategies. Latangela remains deeply committed to professional growth and knowledge-sharing. She frequently serves as a speaker, panelist, and participant at HR conferences and workshops, where she provides insights on best practices, diversity, and workforce transformation. Outside of work, she enjoys dancing, cooking, traveling, and volunteering with life coaching and mentorship programs. Latangela’s dedication to inspiring teams, achieving measurable results, and driving meaningful change continues to make her an invaluable leader in every role she takes on.

Dr. Sue ElHessen

Dr. Sue ElHessen

Dr. Sue ElHessen is a distinguished educator, advocate, and public servant dedicated to advancing equity, inclusion, and disability rights. She earned her Doctorate in Education with a focus on Human Performance Improvement from the University of Southern California (USC) and a Master’s degree in Industrial-Organizational Psychology from California State University, Long Beach (CSULB). Dr. ElHessen’s career is marked by nearly two decades of leadership in higher education, including a 19-year tenure at the University of Phoenix (2005–2022), where she focused on academic excellence and student success. Her corporate background includes serving as an Instructional Designer and Trainer for Northrop and Toyota Motor Credit Corporation, where she managed professional development and educational reimbursement programs. A prominent figure in state-level advocacy, Dr. ElHessen was appointed by Governor Newsom to the California Commission on Disability Access (CCDA), where she served as the Chair for Education and Outreach from 2020 to 2025. In this role, she led statewide efforts to promote accessibility and compliance through proactive community engagement. Her public service also includes nine years as an Elected School Board Member for the Bellflower Unified School District, where she authored the district’s first landmark Equity Policy for students. Her commitment to accessibility is further evidenced by her past roles as the ADA Coordinator for the City of Santa Monica, an Inclusion Excellence Commissioner at CSULB, and a member of the LA County Accessibility Appeals Board. Currently, Dr. ElHessen serves in several key leadership capacities: · Equity Advisory Committee on Aging and Disability (EACAD): Appointed by the California Department of Aging for the 2026–2027 term to help shape the state’s Master Plan for Aging (MPA). · Commissioner for Public Social Services: Contributing to the development of strategic goals and social service delivery. As a survivor of childhood polio, Dr. ElHessen brings vital lived experience to her work. She utilizes a scooter for mobility and employs assistive technology, such as Dragon NaturallySpeaking, in her professional endeavors. She continues to strive for excellence in promoting equity and inclusion for everyone.
