Founder and CEO
Cheryl Ann Frazier, MPA, MDiv, CPM®, ADACC, is the Founder and Chief Executive Officer of Humanity Consideration Consultants, a consulting firm dedicated to strengthening compliance, reducing risk, and helping organizations build systems that function effectively in practice, not just on paper.

A nationally recognized speaker, trainer, and civil rights compliance strategist, Cheryl Ann is a Certified ADA Coordinator with advanced, multi-sector specialization across employment, public accommodations, healthcare, law enforcement, corrections, and government operations. She is also a Certified Public Manager® through the Carl Vinson Institute of Government at the University of Georgia.

Cheryl Ann brings decades of leadership experience across corrections, human resources, public administration, compliance oversight, and civil rights implementation. She has served in senior statewide leadership roles within the Georgia Department of Corrections and the State ADA Coordinator’s Office, where she advised agencies, conducted complex compliance reviews, developed policy initiatives, and led large-scale training and technical assistance efforts.

Throughout her career, Cheryl Ann’s work has centered on evaluating how systems operate in real-world environments, especially where legal obligations, operational realities, and human impact intersect. Her approach focuses not only on regulatory compliance, but also on accountability, sustainability, accessibility, and organizational culture.
​
She has trained more than 15,000 professionals nationwide, including executives, attorneys, ADA Coordinators, HR professionals, educators, law enforcement personnel, healthcare representatives, and public administrators. Cheryl Ann is widely recognized for translating complex legal and operational requirements into clear, actionable strategies that organizations can implement with confidence.

Her national speaking engagements include presentations for government agencies, educational conferences, and professional associations, including engagements associated with the Centers for Disease Control and Prevention, MassCUE, and national ADA leadership initiatives.
​
Cheryl Ann is also a Certified Mental Health First Aider, bringing an added layer of awareness to her work at the intersection of compliance, human behavior, leadership, and organizational response. She is especially committed to environments where decisions carry both legal and human consequences.
​
In addition to her compliance and leadership work, Cheryl Ann has experience in international public diplomacy, engaging diverse communities across multiple states and leading initiatives centered on communication, culture, education, and global understanding.
