Americans with Disabilities Act (ADA) Advocate and Expert

As a recognized ADA subject matter expert, Cheryl Ann Frazier's career has focused on advocating, educating, and consulting with individuals and organizations across the corporate, educational, and government sectors. Cheryl Ann’s career is driven by a deep passion for disability and other civil rights, dedicated to advocating for inclusion, accessibility, and equal opportunities. Cheryl Ann consistently strives for excellence in advancing social justice and ensuring individuals with disabilities receive access in all areas of existence.

Cheryl Ann Frazier's Work:

  • Formed Humanity Consideration Consultants, an ADA Consulting Firm:  Cheryl Ann Frazier formed Humanity Consideration Consultants in 2024 to provide ADA Consulting services for organizations that need assistance in achieving compliance with the requirements of the Americans with Disabilities Act, as amended, and interacting mandates. Cheryl Ann emphasizes that compliance can be achieved when organizations engage in people-focused decision-making and participate in a collaborative effort to conduct a needs assessment, embrace expert observations and recommendations, and implement corrective action plans.  Website
     

  • Georgia Department of Human Services’ (DHS) Office of Human Resources:  DHS is the largest State agency in Georgia with over 9,000 employees, and it offers oversight and service to the Divisions of Aging (including disabilities), Family and Children Services, and Child Support Services. Cheryl Ann supported DHS Office of Human Resources as the ADA Consultant and subject matter expert regarding the ADA, as amended, and employment laws. She provided general and specific ADA training, policy reviews, policy creation, case review feedback, and program compliance reviews, offering support to executive leaders and the ADA Coordination team.
     

  • Consulate General of Israel to the Southeastern United States:  After retirement, Cheryl Ann was appointed as the Director of Community Affairs in Public Diplomacy serving the seven (7) southeastern states, Georgia, Tennessee, Alabama, Mississippi, North Carolina, Kentucky, and South Carolina. She developed plans to build and support existing bridges between the State of Israel and diverse communities within the assigned seven states. Cheryl Ann was tasked with creating and sustaining meaningful relationships within the African American, Latino, and Asian American communities through education and cultural events and interactions with Historically Black Colleges and Universities, Chambers of Commerce, and Faith-Based and Social Justice focused community organizations and ministries. Cheryl Ann also advised the Consul General of Israel regarding media affairs and incidents of strained relationships with communities during wartime.
     

  • State ADA Coordinator's Office of Georgia: In 2023, Cheryl Ann Frazier retired as the Assistant State ADA Coordinator for the State of Georgia. She was the primary contact for State agency ADA coordinators regarding general and specialized training, technical assistance, and the resolution of complaints and grievances regarding ADA Titles I and II. During her time with the State ADA Coordinator’s Office, Cheryl Ann trained thousands of individuals, who serve State and Local governments in Georgia and various agencies throughout the United States and the U.S. Virgin Islands. The training attendees included ADA Coordinators, law enforcement officials, agency and business leaders, contractors, physical and mental health professionals, attorneys, human resource professionals, and other service practitioners. Cheryl Ann served on ADA expert training panels and conducted training sessions at the Centers for Disease Control and Prevention (CDC), Center for Inclusive Design and Innovation (CIDI), Society of Human Resource Management (SHRM) local and county chapters in Georgia, the SMPS Architecture/Engineering/Construction Industry's MEGA meeting in Atlanta, and other state, federal, and private partners. 

    During her tenure, Cheryl Ann provided a comprehensive disability compliance review with recommendations, along with teammates from the State ADA Coordinator's Office, during the Vista Forge Cross Collaboration Exercise (Biological, Radiological, Nuclear Response simulation), which was led by the U.S. Military, offering onsite real-time feedback to the exercise team members, first responders, media personnel, and representatives from government offices. The Vista Forge review was later captured in a comprehensive report (see additional information below). She also served as a reviewer of Georgia's Secretary of State's plan for voter accessibility, offering recommendations for an improvement plan regarding websites, polling locations, education on engagement with individuals with disabilities, and training information dissemination to poll workers in collaboration with internal and external partners.

    • Vista Forge - Nuclear Emergency Response Exercise: Cheryl Ann, along with colleagues at the State ADA Coordinator's Office, provided a disability compliance review and recommendations during the Vista Forge Exercise, led by the U.S. Air Force. Cheryl Ann offered onsite feedback and guidance to the exercise team members, first responders, media personnel, and representatives from government offices, which was later captured in a comprehensive report.​

    • Secretary of State Office's Elections Planning Regarding Accessibility at the Voting Polls: Cheryl Ann Frazier served as a contributor and reviewer of Georgia's plan for voter accessibility, offering recommendations regarding websites, polling locations, education regarding engagement with individuals with disabilities, and information dissemination to poll workers. Cheryl Ann worked with the State ADA Coordinator and the Center for Inclusive Design and Innovation (CIDI) to offer a plan for consideration to the Secretary of State Office.

Expert Engagement Strategist

Highly skilled in organizing and mobilizing diverse teams, encouraging them to implement disability rights initiatives and inspire meaningful impact.  Cheryl Ann worked diligently to set up the first ADA/LEP/SI Coordinator's Office for Georgia's largest law enforcement agency. Her new office began as an operation of one person, and she grew it into an internal Interdisciplinary team of over 100 team members and contractors across a myriad of professional disciplines who were willing and passionate about serving individuals with disabilities.  Cheryl Ann led these efforts until her promotion to the Assistant State ADA Coordinator for Georgia, located on Georgia's Capitol Hill, where she served as the primary contact and mobilizer of agency ADA Coordinators for over 100 state agencies. Cheryl Ann trained and provided technical assistance to agency ADA Coordinators to assist with process improvements and delivery of accessible services. She was a pivotal member of the National Disabilities Employment Awareness Month-Georgia Coalition, securing proclamations from municipalities across Georgia and garnering the entities' commitment to broaden their recruiting and hiring efforts to employ qualified individuals with different abilities. These professional experiences and achievements in service to the disability community led to Cheryl Ann's work in communities throughout Georgia.

Public Service Champion

Cheryl Ann embodies a spirit of excellence in advocating for social issues, driving impactful social action, leading political advocacy efforts, and supporting initiatives related to domestic violence, breast cancer awareness, and suicide prevention. She has served in the public sphere since she was a child, following her father to work, where he met and served some of the most prominent leaders in the Civil Rights Movement. Cheryl Ann began engaging in the conversations and started service-centered work within her school by running for the Office of Treasurer at her middle school. She won the election, and shortly after the win, she was the first person to introduce Ambassador Andrew Young as the new Mayor of Atlanta during a school assembly. (See Image)

  • The CoraBridge Solutions Foundation: Cheryl Ann serves as a Founding Board Member of CoraBridge Solutions Foundation. The foundation provides transformational job readiness, career coaching, workforce development programs, and wrap-around services to survivors of inexplicable trauma.
     

  • Humanity Consideration Consultants Celebrates the 34th Anniversary of the ADA on July 27, 2024: On July 27, 2024, Cheryl Ann, as the CEO of Humanity Consideration Consultants, planned and executed a celebration for community members and disability advocates. She assembled a group of DEIA experts in federal government, state government, and educational institutions to discuss the past, present, and future of the Americans with Disabilities Act. Most impressive, Cheryl Ann implemented an audience activity where attendees engaged in discussion and contributed ideas about future enhancements needed regarding the ADA to ensure equal access in all areas of life to individuals with disabilities.

  • Mental Health Retreat: Cheryl Ann conducted a virtual retreat centering around spiritual and mental health well-being during the COVID-19 pandemic.
