The 2025 Virtual ADA Conference for State and Local Governments gathered key stakeholders to explore how the Americans with Disabilities Act (ADA) can move beyond mere compliance toward meaningful transformation. Hosted by the State ADA Coordinator’s Office of Georgia in partnership with the National Association of ADA Coordinators (NAADAC), the event featured Cheryl Ann Frazier, CEO of HCC, presenting on the practical application of ADA Title I. This blog post reviews the conference highlights, focusing on how state and local governments can implement ADA Title I to create more inclusive workplaces and communities.

Understanding ADA Title I and Its Importance

ADA Title I addresses employment discrimination against individuals with disabilities. It requires employers, including government agencies, to provide reasonable accommodations and ensure equal opportunity in hiring, promotion, and retention. The conference emphasized that compliance alone is not enough; governments must adopt a transformative approach that fosters inclusion and accessibility as core values.

Cheryl Ann Frazier’s presentation, titled Elevating from Compliance to Transformation: ADA Title I In Action, illustrated how organizations can move beyond legal obligations. She shared examples of agencies that redesigned hiring processes to remove barriers and implemented training programs to raise awareness among supervisors and staff. These efforts resulted in increased employment rates for people with disabilities and improved workplace culture.
